Today more than ever society has accepted the fact that video cameras are a cost effective way of enhancing security and/or be a force multiplier for not only private security but for law enforcement application. Manufactures meanwhile are in an endless cycle of developing the latest cameras with the latest features, from multiple megapixels to video analytics, without a clear explanation of how this all translates into the end user being able to provide court quality evidence to law enforcement in the event it is required. What technology and or manufacture is best suited to provide the best solution?

 

The fact remains that although court quality video can be produced from almost any camera on the market or any existing camera system no matter how old it is. If the camera is working it can produce court quality video. One does not have to be a Hollywood producer or an engineer. However one does need to be well versed in the proper application and limitations of any camera system.

In fact many of today’s existing security camera systems can be optimized to produce court quality video without the need of complete replacement. By assessing site specific requirements with existing camera systems, adjustments can be made to increase the quality and coverage area.

The differences between surveillance system and security system:

There are two basic security camera systems, Surveillance camera system, and Security camera systems. Many end users and or integrators fail to recognize and or educate the purchasers of these systems on the difference between both systems.

Surveillance systems are cameras that may provide good situational awareness with limited detail (ie. most parking lot cameras or unmanned Pan Tilt Zoom camera. (see Image below)

While Security cameras should provide good Court Quality detail and will most likely produce limited situational awareness; License plate or facial recognition cameras and manned Pan Tilt Zoom cameras. (see images below)

Note: with advancements in today’s Mega Pixel technologies such as Avigilon’s 16, and 29 Mega Pixel cameras the capabilities do exist to deliver situational awareness and detail hence the possibilities does exist for surveillance cameras to deliver sufficient quality to be use as a security camera. However note the costs; and the quality of images does substantially reduce the number of images that can be captured and increases the storage requirements.


Court quality video: Most of today’s systems are being installed as, not only a force multiplier for law enforcement, security, and or customer service, but with the added benefit that the Camera will also serve as a witness and be able to provide sufficient details to assist in any investigation that may arise and provide clear unbiased accounts of past activities that occurred in a specified area. However few systems are able to deliver on the original intent of the installation, not as a result of technology not being able to produce the required evidence but primarily due to poor equipment selection and or improper applications of the selected equipment.

Most integrator are trained by the manufacturer and are trained on how to properly install and connect the cameras with very little if any training on rules of evidence and rely solely on the capabilities of the manufactures technology to account for their lack of knowledge. By not fully understanding the client requirement, nor fully understanding the rules of evidence, improper application and or poor selection of the appropriate equipment for the environment, integrators are leaving their customers vulnerable with the false sense that the cameras installed and recording methods selected will be able to act as their best witness and provide sufficient evidence should the need arise.

The fact remains that most existing systems today can be optimized to deliver the required quality images without the need replacement of existing systems if, the integrator has sufficient knowledge, expertise and a clear understanding of rules of evidence.

In order to determine if any camera can deliver sufficient quality images a mathematical formula needs to be used to ensure the proper camera selection ie: if analogue, sensor lines of resolution, distance to target and lens focal length will be able to give you an estimated image quality. If a Mega Pixel camera is used one with need to know the sensor capabilities (1Mega Pixel, 2Mega Pixel, 5Mega Pixel etc) distance to target and lens focal length to be able to give you the Pixels on Target. From there one will be able to ensure the camera will be able to deliver adequate image quality.

As most systems today are used on an after the fact basis, the next and most critical step is to determine if the recorder and setting of that recorder will deliver sufficient quality after the images are captured. Again here most manufacturers are constantly touting that their recorders are able to handle X number of cameras and deliver up to X number of days of recoded images with little to no regard of the fact that their systems can be manipulated to extend X by greatly sacrificing image quality and in many cases rendering the evidence being recorded virtually useless. Many integrators, in order to meet a client budget or RFP guidelines manipulate these setting without a clear explanation to the end user on the impact this will have on the recorded images.

CCTV Optimization: Many existing camera systems today fall short of meeting the court quality expectations of their owner and stakeholder however most existing systems can easily be optimized to significantly improve the image quality and areas of coverage without the need to replace the entire system.
